General Services Committee

To be accountable to the States for the provision and implementation of all Government services provided and/or required by legislation, resolution or policy of the States within agreed budgets.

  • Mandate

    • General Responsibilities

      • To advise the States and monitor and make recommendation to the States on all matters within its areas of responsibility.

      • To be accountable to the States for the provision and implementation of all Government services provided and/or required by legislation, resolution, or approved policy of the States within agreed budgets.

      • To liaise with the Policy and Finance Committee in relation to the General Services Committee's budgetary and legislative requirements.

      • To operate in accordance with the States of Alderney Rules of Procedure, the Rules of Procedure for States Committees, States policies and extant States resolutions.

      • To be accountable as the Water Board with regard to the provision of water supplies on the Island in accordance with relevant legislation.

      • To be accountable for the administration of the harbour and its functions and to make recommendations to the Policy and Finance Committee on all fees, dues and charges, in relation to the harbour, required to be levied by relevant legislation.

      • To administer and maintain all States' properties, land and buildings, including offices.

      • To administer the Island of Burhou.

      • To liaise with any other appropriate bodies and to consult with the general public on matters relating to its responsibilities.

      • To be responsible for public communications relating to its responsibilities.

      • To exercise functions conferred on the Committee by legislation and extant States resolutions.

    • Specific Responsibilities

    • The Committee is responsible for the following specific matters except where other committees have functions under legislation or extant States resolutions -

      • All matters relating to merchant shipping, wreck and salvage and any "Inter-Island Freight and Passenger Service Contracts";

      • All matters relating to sea fisheries;

      • Traffic and highways;

      • Fire Services;

      • Ambulance service;

      • The co-ordination of public services in the event of a civil emergency;

      • Recreational and sporting activities held on States land;

      • The leasing of all properties, other than those that are the responsibility of the Policy & Finance committee, in the ownership of the States;

      • Forestation and fencing and management of all States land including the consolidation of parcels (but not reducing the area of such land without the authority of the States);

      • All estates, environment and infrastructure works and placing of contracts for the same;

      • Environmental monitoring;

      • The slaughterhouse;

      • Liquor licensing; and

      • Nursing and Residential Homes.

    • Other areas for which Responsible

    • The Committee is responsible for the following areas except where other committees have functions under legislation or extant States resolutions -

      • The allocation of States key workers housing;

      • Agriculture, animal health and welfare, pest control, veterinary surgery, and other issues in relation to animals and birds; and

      • The railway.
